Luke Casey reports on the second Dartford tunnel, which has been under construction for over two years at a vast cost, and is two years behind schedule. This, together with outstanding debts incurred in constructing the first tunnel, has led to the toll being doubled. The doubling of the toll has led to a reduction in traffic, which could in turn mean that there is insufficient demand for the second tunnel. What can be done?
