PC specs:
Intel Core i7 920@ 3.0GHz
Nvidia Geforce 660ti @ 1228Mhz turbo core clock & 3450MHz memory clock
6GB DDR3 RAM
Windows 7 Pro

Textures - The setting's biggest difference is from Low to Medium. Usually this does not have an impact on performance, so keep it at High or Ultra unless you're really struggling for frames.

Antialiasing Deferred - This setting adds a more or less refined version of FXAA to the image for antialiasing purposes. If you look closely on the left, on the building being constructed, you can spot small differences in the smoothness of edges, but also on blurreness. Increasing from Off to Ultra does not have a major impact on performance, but there's a small gap between Off and High.

Mesh Quality - This should control world objects' complexity - whether for example cars and houses have more or less detail and whether they are more complex or not. Again, I really didn't notice a thing on an urban scene, one where it should be specially apparent if there any changes between settings. I found no performance hits choosing any of the options.

Lighting (Shadows) - This is the Lighting Quality setting, which controls shadows and the lighting itself. This part shows the shadows only. As you can see, the jump from Low to Medium is huge, improving in resolution and LOD distance. From there to High or Ultra, soft shadows are applied.

Lighting (Lighting) - This part shows the lighting itself. I spotted no differences really. Regardless, this setting comes with a performance drop. Shadows have a big impact and I experienced drops up to 15 frames per second from the lowest to the highest setting. This is the setting to go for if you need more performance

Terrain Decoration - This setting should control how much decor the terrain has - from little rocks, to grass, bushes, etc - but I couldn't spot anything on a scene that's perfect for it, a little forest area within the game. I didn't experience any framerate drops at all when messing with its various levels.

Post Process Quality - This setting came with a 10fps drop when jumping from High to Ultra - it could be the scene I tested - but I never found a difference to begin with in it. Because of this, High would be the perfect choice here for everyone but people with high-end cards.
